Boris Johnson has been elected leader of Britain’s ruling Conservative Party after defeating his rival, Foreign Secretary Jeremy Hunt. Theresa May became Tory party leader in 2016 but has failed in her most important task - to deliver Brexit. The party’s 160,000 members have now voted for a new leader to replace her. The former Mayor of London, famous for his mop of blonde hair and political and linguistic gaffes, promised Tory members he would deliver Brexit before 31 October, despite a seemingly interminable stalemate in Parliament. The name of the Managing Director of Nigerian Ports Authority, Hadiza Bala Usman, who was being tipped for a Ministerial Appointment, was conspicuously missing in the 43 names nominated by President Muhammadu Buhari. Unlike during his first term when he appointed only 36 ministers — one per state — he has decided to also appoint one per geo-political zone, bringing the total to 43, TheCable understands. The list was sent to the senate on Monday evening via executive communication and is expected to be read on the floor of the senate on Tuesday. The Murtala Muhammed Airport Area Command of the Nigeria Customs Service generated a total of forty eight billion naira (N48b) as against a target of sixty nine billion (N69b), recording a shortfall of about twenty two billion (N22b) at the close of business in 2017. This figure represent 69 per cent of the target given for the preceding year. Alas, in the first two weeks of 2018, the command made impressive revenue of about one billion, one hundred and eighty eight million, five hundred and sixty thousand naira. In March 2006, the nation's seaports were concessioned to private Terminal Operators after a bidding process that saw the Nigerian Ports Authority (NPA) letting go of its traditional cargo handling functions to become the port landlord. In the last 12 years, the privatisation programme in the ports sector has been credited with taking our yearly cargo throughput from 35 million TEUs to about 80 million, leading to unprecedented challenges at the Apapa and Tin Can Island ports. In the intervening years, there has been a gradual shift by governments and investors to invest in deep seaports in the country. When the Nigerian  Seafarers Development Programme (NSDP) was introduced in 2008, it was meant to develop a pool of trained cadets who would man our vessels especially with the coming on stream of the Cabotage Act 2003. The thinking then was that with the production of certified seafarers, the dearth of seafarers arising from old age and death would be a thing of the past.
