{"id":1090,"date":"2017-12-14T21:59:34","date_gmt":"2017-12-14T20:59:34","guid":{"rendered":"http:\/\/shippingworld-ng.com\/?p=1090"},"modified":"2025-07-01T11:52:27","modified_gmt":"2025-07-01T10:52:27","slug":"president-buhari-authorized-nnpc-to-hide-n50b-from-tsa-account","status":"publish","type":"post","link":"https:\/\/shippingworld-ng.com\/index.php\/2017\/12\/14\/president-buhari-authorized-nnpc-to-hide-n50b-from-tsa-account\/","title":{"rendered":"President Buhari Authorized NNPC to Hide N50b from TSA Account &#8220;"},"content":{"rendered":"<div id=\"page-header\" class=\"stage-pod\">\n<div class=\"container container-pod container-pod-short\">\n<div id=\"page-header-toolbar\">\n<div>\n<figure id=\"attachment_1054\" aria-describedby=\"caption-attachment-1054\" style=\"width: 412px\" class=\"wp-caption alignnone\"><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-1054 size-full\" src=\"https:\/\/shippingworld-ng.com\/wp-content\/uploads\/2017\/12\/buharii-changed-.png\" alt=\"\" width=\"412\" height=\"284\" srcset=\"https:\/\/shippingworld-ng.com\/wp-content\/uploads\/2017\/12\/buharii-changed-.png 412w, https:\/\/shippingworld-ng.com\/wp-content\/uploads\/2017\/12\/buharii-changed--300x207.png 300w, https:\/\/shippingworld-ng.com\/wp-content\/uploads\/2017\/12\/buharii-changed--100x70.png 100w\" sizes=\"(max-width: 412px) 100vw, 412px\" \/><figcaption id=\"caption-attachment-1054\" class=\"wp-caption-text\">President Mohammadu Buhari<\/figcaption><\/figure>\n<\/div>\n<div class=\"page-header-share\">The House of Representatives on Tuesday raised questions over a \u201cpurported\u201d presidential approval withholding some special Nigerian National Petroleum Corporation accounts from being transferred to the Treasury Single Account.<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div id=\"page-content\">\n<div class=\"region region-content\">\n<div id=\"block-system-main\" class=\"block block-system\">\n<div class=\"panel-story-page-layout panel-display clearfix\">\n<div class=\"stage-pod\">\n<div class=\"container container-pod\">\n<div class=\"row\">\n<div class=\"col-medium-8 col-large-9\">\n<div class=\"panel-pane pane-node-content\">\n<div class=\"ds-1col node node-story node-promoted node-sticky taxonomy-punch-newspaper view-mode-full clearfix\">\n<div class=\"story-content\">\n<p>The accounts, with funds worth N50bn, are still being kept by commercial banks in breach of the TSA policy, which provides that all accounts belonging to Ministries, Departments and Agencies of government should be transferred to the TSA.<\/p>\n<p>The TSA, a centralised Federal Government revenue account, is kept by the Central Bank of Nigeria.<\/p>\n<p>A Nigerian firm, SystemSpecs, provides the Remita electronic platform for running the TSA, saving the Federal Government revenue that could, ordinarily, have been lost.<\/p>\n<p>An ad hoc committee of the House chaired by a member of the All Progressives Congress from Kano State, Mr. Abubakar Danburam-Nuhu, found out that the NNPC directed some commercial banks to still keep the accounts outside the TSA.<\/p>\n<p>The CBN confirmed to the committee that it was aware of the excluded accounts, pointing to a document tendered by the NNPC saying that there was a presidential approval.<\/p>\n<p>The said approval was a memo written by the Chief Staff to the President, Mr. Abba Kyari, authorising the NNPC to exclude the accounts from the TSA.<\/p>\n<p>Expressing surprise over the discovery, Danburam-Nuhu stated, \u201cBanks are still holding accounts with funds up to N50bn outside the TSA.<\/p>\n<p>\u201cThe banks claim that there is an approval by the President for the accounts to operate outside the TSA.<\/p>\n<p>\u201cThese are NNPC\u2019s accounts and the corporation must produce evidence of the presidential approval.\u201d<\/p>\n<p>A senior official of the CBN, Mr. Dipo Fatokun, confirmed to the committee that the NNPC indeed wrote to inform the apex bank of the exemptions.<\/p>\n<p>However, Fatokun specifically mentioned accounts relating to Joint Ventures operations as the NNPC accounts covered by the exemptions.<\/p>\n<p>\u201cThe banks are actually holding some accounts. We are aware.\u00a0It\u2019s not yet a case of 100 percent transfers to the TSA,\u201d Fatokun explained.<\/p>\n<p>He also informed the committee that some accounts still being kept by the banks had legal limitations, while others were accounts owned by the Judiciary and the National Assembly.<\/p>\n<p>\u201cWe are compiling a report on each of the banks and it will be ready soon,\u201d Fatokun told the lawmakers.<\/p>\n<p>A memo by Kyari, purporting to convey President Muhammadu Buhari\u2019s exemption directive, was analysed by members of the committee and was rejected as \u201cnot convincing.\u201d<\/p>\n<p>One member, Mr. Edward Pwajok (SAN), said the memo didn\u2019t say much other than opening with the line, \u201cI have been directed.\u201d<\/p>\n<p>Pwajok added that in the circumstances, the proper thing to do was to summon Kyari to convince the committee that Buhari indeed granted the exemptions.<\/p>\n<p>\u201cLet him come here to show us the evidence of the directive given to him by Mr. President,\u201d Pwajok said.<\/p>\n<p>Another member, Mr. Simon Arabo, noted that Kyari\u2019s memo appeared to be an \u201cExecutive Order,\u201d which had to be further examined by the committee.<\/p>\n<p>The committee made two rulings. The Group Managing Director of the NNPC, Mr. Maikanti Baru, was summoned to produce the presidential approval within 48 hours.<\/p>\n<p>It also directed the CBN to submit a reconciliation report on the accounts still kept by commercial banks before the end of this month.<\/p>\n<p>The committee commended SystemSpecs for the efficiency of its operations and urged the government to pay for its services.<\/p>\n<p>Danburam-Nuhu stated, \u201cSystemSpecs is being owed money for services it rendered to the country over a period of time.
